Most likely, it's all of the above.
ROFL! I'm guessing they called at 6:00 AM EST and everyone on the west coast that they called couldn't understand the question since it was 3:00 AM there.
It struck me that there's another possiblity: that the government's gotten so bloated that it may be that 25% of Americans are related to a congressional staffer..
